Default 5.8 loss of power

My 86 f150 5.8 4v auto 200k mi runs,drives,shifts great until it's put under a load. In drive it reaches about 1500-2000 rpm then bogs out doesn't miss just won't increase rpm or pull it's self off of parking brake. I've replaced plugs,wires,cap,rotor,set timing,confirmed mech adv,fuel pump,confirmed pressure and flow,changed ign mod and coil,egr valve,disconnected exhaust at manifolds,compression test has low of 130 high of 145,checked for vacuum leaks,vac holds steady at 19 in at idle. All with no change in symptoms. Any new ideas would be appreciated.

It has no inline filter just the brass filter at carb fuel inlet and I soaked it in carb cleaner and blew it out

There should be a filter located around the middle of the truck along the left frame rail. It will take a special tool to remove but they are readily available and pretty cheap.

There is not one between tank and pump. (There is the tank selector valve.) When looking down the throat of the carb I've seen fuel coming from the venturis while power braking. I also ran the fuel line into a can of gas to eliminate clogged pickup screen or vacuum build up in tank. I've rebuilt and cleaned the carb (twice), rebuilt a spare I had in the shop, changed power valve, plugged power valve, raised the float, lowered the float. I set the timing (with vac adv disconnected)to 12 deg (spec is 10) reved engine, it went to about 34. In drive it's at 12 and steady but when I'm power braking it doesn't advance. Possibly not enough rpm.
