Unfortunately a common issue with the extended cab trucks. Here is a procedure from another F-150 site that should work for you.

I have a 1999 F150 lariat 4x4 and both of the rear doors will not open... I believe its probably a broken latch, but how do I get the panel off and what will I be looking for... Thank For the help!
