I have a 1998 F-150 that would not turn over. I would turn the key and it would just make this woot or wush noise once and not start.

My brother in law put in a new starter, and still the same thing until he hand cranked the engine to make sure in wasn't Hydro Locked and after he did that it started, but idled a little rough and some water and white smoke were coming out the exhaust. After turning it off the engine would make this ticking noise.

Now it is back to not starting and making that woot or wush noise. The battery cables get hot when trying to start it. Any Ideas?

Jeff,

The smoke sounds like it is an oil issue in the cylinders. Pull the plugs and take a good look to see if they are oily. While you have the plugs out, do a compression test on each cylinder to see where you are with that. The lowest reading should be within 15% of the highest reading.
